California Governor Gavin Newsom blocked the early release of an inmate convicted of killing two rescue workers while driving under the influence of drugs. Newsom stated that the driver must address specific risk factors before he can be safely released.
"Mr. Tidwell must do additional work to address his risk factors before he can be safely released," Newsom wrote.
