A city staffer who works as a timekeeper for the Chicago Police Department was charged Thursday with sexually abusing a 14-year-old he met on a teen dating app, according to police and court records.Oswaldo Lorenzana de La Rosa, 30, was arrested Tuesday in Albany Park following a brief foot pursuit, according to a police report and a police department spokesperson.
