A 29-year-old man has been arrested and charged with second-degree assault and other crimes for allegedly shooting a bicyclist in downtown Portland.
Sylus G. Noe, 29, of St. Helens, is accused of second-degree assault, unlawful use of a weapon and reckless endangerment for the shooting.
