Consumers paid Trump's tariffs — companies got the refunds

A letter to the editor argues that tariff refunds issued to companies following court rulings should be returned to the American consumers who paid the costs of the tariffs.
When the courts declared some tariffs illegal, companies requested tariff refunds, which most companies kept. Yet the bulk of the tariffs were mainly paid by American citizens buying costlier products. It would appear that some or all of the tariff refunds should rightly go back the citizens who paid the tariffs in the first place, writes Edward J.
