A Philadelphia woman identified Raymond Horsch as the man who attempted to lure her into his car in 2009 when she was nine years old.
“I really do feel like I escaped something big,” Ashley Rivera said. “He could have kidnapped me. He could have done the same thing to me that he did to those women.”
